مطالعات طرح جامع بنادر بازرگانی کشور به‌عنوان یکی از مهم‌ترین طرح‌های بالادستی در نظام بندری و دریایی کشور، ترسیم‌کننده روند توسعه بندر در افق‌های پیش روی آن می‌باشد. پیشینه انجام این مطالعات در کشور به بیش از چهار دهه پیش بازمی‌گردد. این مطالعات در گروه مشارکت مهندسین مشاور سازه پردازی ایران و مهندسین مشاور پل رود در سال‌های 1397 الی 1399 انجام گرفته است. مطالعات طرح جامع طی 14 فصل و در سه بخش کلی شناخت پیشینه، وضعیت موجود و وضعیت مطلوب آینده بندر، توسعه فیزیکی و برنامه‌های بهبود یا توسعه غیرفیزیکی بندر انجام شده است. در این مطالعات بر مبنای پیش‌بینی‌های صورت‌گرفته در بخش اول مطالعات و کمبودهای ظرفیتی شناسایی‌شده نسبت به ارائه طرح¬های توسعه زیرساخت‏ها اقدام گردیده است. یکی از اهداف مهم و تاثیرگذار سازمان بنادر و دریانوردی در این مطالعات ساماندهی ترافیک جاده‌ای داخل بندر، توسعه حمل‌ونقل ریلی و هوشمندسازی بندر، بوده که این موارد توسط دپارتمان تخصصی لجستیک، حمل ونقل و ترافیک انجام گرفته است. از سوی دیگر، سامان‌دهی و توسعه غیرفیزیکی، ارائه برنامه‌های ارتقاء محیط‌زیست، ایمنی، امنیت و پدافند غیرعامل و نیز تهیه برنامه اقتصادی و مالی توسعه بندر و الزامات و اقدامات نهادی، اجتماعی، قانونی و حمل‌ونقلی توسعه بندر، ازجمله مهم¬ترین محورهای توسعه غیرفیزیکی و ارتقاء کیفیت ارائه خدمات بندر بوده که در طرح جامع بندر مورد توجه سازمان بنادر و دریانوردی قرار گرفته است.

The comprehensive plan studies of the Iran’s commercial ports is one of the most important superior plans in the port and maritime system of Iran, depicts the development process of the port in the horizons ahead. The history of these studies in the country dates back to more than four decades ago. These studies have been carried out in the partnership group of Sazeh-Pardazi Iran and Polrood consulting engineers in the years 1397 to 1399. The comprehensive plan studies have been conducted in 14 chapters in three general sections: background knowledge, current and future favorable status of the port, physical development and improvement and non-physical development plans of the port. In these studies, based on the predictions made in the first phase of the studies and the identified capacity, infrastructure development plans have been presented. One of the important and effective goals of the Ports and Maritime Organization in these studies is to organize the road traffic inside the port, develop rail transportation and make the port smarter, which has been done by the specialized department of logistics, transportation and traffic. On the other hand, organizing and non-physical development, providing programs to improve the environment, safety, security and passive defense, as well as preparing economic and financial plans for port development and institutional, social, legal and transportation requirements and measures for port development, are among the most important aspects of non-physical development. And improving the quality of port services, which has been considered by the Ports and Maritime Organization in the comprehensive plan of the port.
